How to mount blinds with double hung windows?

We are remodeling our house, and had new double hung windows installed in our home last week. I am working on blinds now & not sure how to mount. Can these blinds be inside mount? Or will we have to mount on the outside? I am afraid if I mount to the inside (preferred) then we won't be able to lower the top part of the window.

1. You can inside mount or outside mount, your preference depending on the size of the blinds and your window depth.
   
   
   
   Remember some blinds are made to open from both the top and the bottom. This might alleviate your window opening delimma.
2. When I had new doublehungs installed, I couldn't mount inside only because there wasn't enough mounting room above the window (space was too narrow).
   
   
   
   I think if you still have mounting room, you should be able to slide the top window down no problem.
